Messaging Users from Business Page

Hi all, I just ran a giveaway contest on one of the business pages I manage but I can't message any of the participants. There was one only person who I could send a message to from the business page. What am I doing wrong? Thanks for your help!

    I think they have to message you first. Comment and @mention the winner to tell them to DM you.
