TikTok business reg

Has anyone got experience with getting their work profile business registered when the profile represents something that isn’t registered as a business (such as gov department)?

I’ve tried submitting a range of documents but they have rejected them all and ultimately I can’t provide a business reg for an org that won’t have one!
