Same problem here! I am working with several agencies who have connections to Meta reps, and they are trying to give me the best advice/guidance possible. I would try that route - also, reach out to a Meta Marketing Pro online and ask to be given a rep who you can call for all of these questions. Additionally, the nuclear option is to delete your Business Ads Account and start all over. I think that is what I am going to have to do. 

Everything and everyone I have read/talked to, told me once you’re restricted on ads, there is nothing else to do other than delete and start over again. You would think for a huuuuuge global organization that they would have some sort of process for this, but they don't. 

I unfortunately don’t have any advice because I’ve been in the same boat for over two years with one of my accounts. I’ve submitted every type of form/message/support possible, have talked to numerous people/departments at Meta and never got anywhere. My account still says it’s restricted but recently I was able to start boosting posts again, so at this point I’m hoping it just magically comes back.
